Your Norton product comes with a limited number of licenses to protect your all devices. If you have utilized up your licenses, you can shift a license from a device which is not in use or you want to sell to allow installation on second device. To find out if you have any licenses left with your subscription then login to Norton.com/setup to find the license key.

Here I will guide you to transfer Windows 10 windows 8.1 device

1.       Sign in to Norton account.
2.       On the My Norton web-page, under Device Security option click on View Devices/Review Devices.
3.       On the Device Security web-page, locate the device that you do not want to protect.

If the device that you don’t want to use appears with a red or gray status, you cannot remove the key associated with that device. You must solve the issues in that device before you delete the license linked with it. If you cannot solve the issues, you can delete the device from your Norton account.
4.    If you do not see the device in the list, click on History link at the end of the list to see your older devices. If you still not see the device, the device may be connected with a different product key or subscription.
5.    Click the three dots icon available below the device in the menu that appears, click Manage Norton antivirus product key.
6.    In the Manage Licenses web-page, select Remove License then click next.
7.    In the Remove License web-page that appears, click yes to make sure.
Once you delete a license from a device, the device is no longer secured and is removed from the Device Security page.
8.    To install Norton on a new device, visit Norton.com/setup
If you do not want to do these things then contact Norton customer care phone number
